During this session, panelists will review the basic mechanisms of the Medicare program, with specific focus on traditional Medicare (Parts A and B) and Medicare Advantage (Part C). Panelists will provide a high-level introduction to the benefit design of each program; review the mechanisms used to determine payments to providers and health plans under each program, and explore the implications of Medicare payment policy for the delivery system and health care quality.
